Role
Lead impactful non-formal. Manages end-to-end delivery of non-formal education programmes that empower young people and strengthen communities, such as Youth Connect. The role will oversee stakeholder engagement, project plans, reporting, compliance, and funded programme delivery to ensure high-quality outcomes and sustainable impact in Lebanon.
Role Accountabilities
Relationship & Stakeholder Management
- Building strong relationships with stakeholders, delivery partners and suppliers, while supporting procurement and contract delivery.
- Holding suppliers accountable for delivering against contractual commitments and agreed outcomes.
- Developing strong internal relationships and networks to enable effective collaboration.
Commercial & Financial Management
- Ensuring robust financial planning, forecasting and budget management in partnership with finance teams, supported by SAP reporting, variance analysis and corrective actions.
- Monitoring expenditure, P2P compliance, commitments, mis-postings and journals to ensure financial accuracy and control.
- Delivering timely, high-quality British Council, client and partner reporting in compliance with financial policies and procedures.
Project Management
- Contributing to project management plans, risk mitigation, procurement, contracting, compliance and reporting to support successful delivery.
- Ensuring high-quality reporting from grant recipients, consultants and external providers, while managing procurement in line with required standards.
- Leading data management, quality assurance, monitoring, analysis and progress reporting to meet programme and funding requirements.
Business Development
- Supporting the development of commercial proposals, embedding EDI principles and gender-sensitive programming.
- Working with business support teams to ensure accurate costing and pricing of proposals.
- Ensuring timely reporting and communication for externally funded contracts, grant-funded initiatives and internal reporting requirements.

- Applying and continuously developing knowledge of the British Council’s EDI and anti-racism approach within the role.

Qualifications
Education: Degree and/or equivalent experience
Professional Qualifications
Project management or equivalent qualification or equivalent work experience
Role Specific Knowledge and Experience
Essential
- Demonstrated ability to manage projects across the full project lifecycle, from initiation through to successful delivery.
- Strong knowledge of project procurement, evaluation and reporting requirements.
- Proven capability in managing project budgets, financial planning and expenditure.
- Strong stakeholder management skills, with the ability to build effective relationships across diverse groups.
- Established capability in project or programme management, balancing multiple priorities and delivering outcomes.
- Proficiency in using technology and digital tools to support effective project delivery.
- Good understanding of monitoring and evaluation, including data collection, analysis and reporting.
Desirable
- Strong knowledge of the youth skills and/or international development sectors, with the ability to apply sector insights in practice.
- Project management qualification is desirable.
