Purpose of job:
The role ensures that British Council Bangladesh operations comply with relevant procedures, policies, and standards at global, regional, and local levels. It involves supporting the management of security and facilities service providers, ensuring their staff follow agreed conduct and performance standards. The position is shared between two roles, with responsibilities divided based on individual skills, experience, development needs, and team workload. Applicants are not required to have expertise in all areas but should have experience in at least one (such as security or facilities) and be willing to learn others.
Main opportunities/challenges for this role
Accountabilities, responsibilities and main duties:
Facilities and Premises management
- Ensure facilities staff have a thorough understanding of all Standard Operating Procedures (SOPs) and their roles in implementing them while maintaining high customer service standards.
- Ensure all SOPs are correctly followed, regularly tested, reviewed, and communicated effectively to all staff members.
- Provide day-to-day supervision of facilities management staff, monitoring their performance, ensuring operational preparedness, and providing necessary support across all centres.
- Ensure all monthly invoices from the facilities management partner are fully checked, verified, and any discrepancies are escalated and resolved.
- Act as a role model for all facilities staff and suppliers by demonstrating appropriate British Council behaviours and accountabilities at all times.
- Conduct assessments of premises, offices, and residences, and provide recommendations for improvements, compliance, and risk mitigation.
- Support the Facilities Operations Manager with the implementation of operational plans, budget control, audits, and compliance activities.
- Ensure timely coordination of maintenance work (preventive, reactive and emergency), and support tracking and updating of maintenance logs and reports.
- Oversee space management activities including seating plans, office moves, and layout changes, ensuring optimized use of office space.
- Provide operational and logistical support for local and global upgradation projects, renovations, relocations, and infrastructure improvements
- Support the implementation of sustainability initiatives across all facilities, aligning with organisational environmental and carbon-reduction goals.
- Monitor and record utility consumption (electricity, water, fuel) and assist in identifying opportunities to improve energy efficiency.
- Promote waste reduction, recycling, and environmentally responsible practices within the organisation.
Logistics Management
- Support the Facilities Operations Manager during the transition of exam shipment from BGD1 to BGD5, ensuring smooth and efficient changeover.
- Manage British Council exam shipments on a day-to-day basis for all locations, ensuring secure and timely handling, storage, and distribution.
- Manage customs, import/export processes, and courier services required for all British Council operations, ensuring compliance with NBR regulations and British Council standards.
- Ensure effective management of British Council mail services (local courier, FCO mail, GPO, inter-office mail), including timely dispatch and receipt.
- Coordinate UKA staff logistics, including visa processing, accommodation arrangements, heavy baggage, transportation, and arrival/departure support.
- Undertake a range of operational and administrative tasks to support business continuity and smooth daily operations of the office.
- Maintain detailed and accurate documentation of logistics activities, shipments, inventory, customs clearances, and courier transactions.
- Liaise with internal customers (staff, exam teams, management) and external service providers to clarify needs, provide updates, and ensure timely resolution of logistics and facilities issues.
Vendor and Contract Support
- Support monitoring of vendor performance (courier, logistics, cleaning, security, FM partners), ensuring service levels are met.
- Maintain regular coordination with vendors to communicate operational requirements and resolve service-related issues.
Health, Safety & Fire (HS&F) Supervision
- Ensure all HS&F incidents are responded to immediately; a first investigation with senior management is carried out and that all areas are safe before work continues. Ensure appropriate reports are available or escalate to senior management as necessary out of hours.
- Ensure HS&F inspections of all premises are carried out on a regular basis in co-ordination with Facilities Operations Manager Manager.
External
- Managers and employees of vendors of services to the British Council e.g. security and facilities
- Security and facilities staff in embassies, foreign missions, relevant Bangladesh ministries and British High Commission (Foreign, Commonwealth and Development Office).
- Local law enforcement, agencies for official travel and visits, local customs
- Landlords of current and planned leased premises, commercial and residential.
Language Requirement:
Excellent written and spoken communication skills both in English and Bangla.
Role specific knowledge and experience
Minimum/Essential:
- Significant experience of working in and Operations, Security, Fire Health and Safety, Customs or Facilities team
- Experience of supervising and managing suppliers or supplier staff
Desirable
- Experience of working in a complex environment / international organisation
- Previous police or military service
- Experience of managing suppliers in guard force, facilities or similar contract
