Role Purpose

Supports the programme team in the implementation of programmes and projects in compliance with British Council policies and procedures.

The role provides administrative, financial and operational support across projects and programmes, including financial administration, reporting and data collection, project delivery and managing relationships with delivery partners, clients, vendors and other stakeholders.

The postholder will also contribute to business development planning and support the effective delivery of programme activities, ensuring that project deadlines, compliance requirements and relevant British Council standards are met.

 

Role Context

This role sits within Cultural Engagement (CE).

CE brings together the British Council's portfolio of work in arts, education, English and research. Our portfolio is delivered through a set of globally led programmes that position our work and impact within our strategic framework. These programmes contribute to the delivery of our key performance indicators and impact ambitions.

Programme management roles deliver activities and projects within this global programme and strategic framework. Our programmes are funded through the British Council's grant in aid, partnerships and external clients.

The British Council has a contextualised programme and project management framework, with clear standards and procedures for programme management set out by the CE Centre of Excellence. This framework is aligned with the Cabinet Office Functional Standard for Project Delivery, the FCDO Operating Framework and the Association for Project Management Body of Knowledge.

 

Main Accountabilities

 

Managing Self and Others

  • Hold vendors and suppliers to account for delivering agreed services.
  • Work independently and manage workload effectively against project and programme deadlines.
  • Contribute effectively to the programme team and support the successful delivery of project activities.

 

Financial Support

  • Plan and report on project financial plans, budget expenditure and forecasting to Programme Managers and the Head of Programme Delivery.
  • Manage smaller project budgets.
  • Maintain clear, accurate and up-to-date records of all financial transactions in accordance with audit requirements.
  • Maintain effective relationships with vendors and ensure payments are processed on time and in accordance with FABS online system (SAP Finance) guidelines.
  • Ensure compliance with British Council financial policies and procedures.

 

Project Management

  • Manage project and programme data, including timely data entry, quality assurance and basic analysis of monitoring data.
  • Develop progress reports to meet the requirements of funders.
  • Support internal compliance activities, including due diligence, records management, data collection and data storage.
  • Manage grants administration, including selection and evaluation processes.
  • Manage procurement processes in accordance with relevant British Council standards and procedures.
  • Manage event-based components and training activities within programmes.
  • Support project and programme managers in implementing diversity mainstreaming action plans and contribute to their delivery.

 

Relationship and Stakeholder Management

  • Manage relationships with clients, partners and stakeholders at an appropriate level.
  • Manage relationships with vendors and suppliers and hold them to account for delivering agreed services.
  • Build constructive working relationships with internal and external stakeholders to support effective programme delivery.
  • Contribute to Business Development Plans as required.

Role Specific Knowledge and Experience

 

Minimum / Essential Requirements

  • Experience of working in a supporting role on programmes or projects.
  • Experience of administrative and financial administration.
  • Good understanding of the basic concepts of monitoring and evaluation and how they contribute to effective project management.
  • Degree and/or equivalent experience.

 

Desirable

  • Art or education-related degree.

 

Language Requirements

The British Council systems and global processes operate in English. Written and verbal proficiency in English is required.

Speaking and writing in Arabic is desirable.

Additional Job Requirements

  • Candidates are expected to have researched whether they have the right to live and work in the country in which the role is based.
  • Given that British Council offices have different legal statuses depending on the work undertaken, candidates should contact HR in-country for additional information regarding the likelihood of securing a visa.
  • The British Council will only provide visa support at its discretion, where such support is available.
  • Some travel and out-of-hours work may be required.
  • Initial and continuing employment with the British Council is subject to an annual background check. The nature of the check and assessment applied will depend on the requirements of the role.
