Role purpose 

The Content Commissioner supports the end-to-end pipeline of learning and assessment content, ensuring delivery is on time, within budget, and aligned with quality standards and market needs. The role enables efficient, scalable, and reusable content development to improve time-to-market and cost-effectiveness across Schools, Higher Education, and Work propositions. Working closely with Content Strategy, Product Management, Delivery, and Research teams, the role contributes to informed product and portfolio decisions. Operating within a commercial environment, the Content Commissioner helps ensure products are pedagogically robust, compliant, and aligned with business strategy and customer expectations.

 

Role Accountabilities

Leadership & Management

  • Plans and prioritises work for self and external content developers to ensure content supply.
  • Manages production projects and supports training for internal/external contributors.
  • Promotes an inclusive, equitable team, and provide supports with for people’s well-being and mental health.

Content Development

  • Commissions standards-aligned, high-quality learning and assessment content.
  • Ensures content creation follows QA frameworks handed over by Learning & Assessment Design and quality standards.
  • Uses automation tools and authoring platforms to support efficient content production.
  • Prepares briefs and guidelines for internal and external stakeholders in the creation and quality assurance of learning and assessment content

Commercial & Resource Management

  • Manages budgets, invoices, and financial processes in line with corporate systems.
  • Ensures value for money in sourcing resources and services.

Consultancy, Analysis & Problem Solving

  • Monitors content and QA processes to improve efficiency and time-to-market.
  • Resolves issues with content development and external vendors.

Relationship & Stakeholder Management

  • Maintains effective communication and strong working relationships with teams and suppliers.

 

Qualification and Work Experience

Education & Qualifications

  • Essential: Relevant first degree or equivalent qualification
  • Desirable: ELT qualification (CELTA, TESOL, or equivalent)

Language requirement: The British Council systems and global processes operate in English. Written and verbal proficiency in English is required.

Work Experience

  • Essentials
    • Knowledge and experience of product development and/or management including print, digital and online
    • Experience coordinating external suppliers
    • Experience of managing, training, coordinating and mentoring dispersed, virtual teams
    • Experience of English language teaching and/or assessment
    • Relevant experience of working in a global business
  • Desirables
    • Understanding of Accessibility and EDI as applied to learning and assessment
    • Experience of pretesting/piloting/user research & testing methods
    • Knowledge of Intellectual Property/copyright
    • Experience of contract negotiation and management
    • Knowledge of printing, distribution
    • Experience of using Agile product development and management approaches

  • Working location: UK - This role is open to candidates based in all UK locations.
