Role Title : Technical Designer (Service Design and Transition manager) 

 

The Role:

 

As a Technical Designer, you will be responsible for the service design, and assuring the transition into live service operations, of any new services introduced and for any significant changes to existing services.

Through liaison with the Operations division of D&T and working with the Delivery Leads you will assure that new services and platforms introduced are supportable and signed on by the Operations team. 

 

Accountabilities:  

 

Professional services expertise

  • Lead end‑to‑end service transition, introduction, and migration projects using the British Council’s framework and industry best practices, supported by detailed transition plans and governance reviews.
  • Track and report progress through structured internal reviews and weekly transition dashboards across all streams.
  • Facilitate creation of service catalogue entries, SLAs, and collaboration on non‑functional requirements with internal and external partners.
  • Ensure service readiness, gate compliance, and seamless handover to delivery teams with clearly defined acceptance criteria.

 

Relationship and Stakeholder management

  • Collaborate with transition teams, technical resources, stakeholders, and third‑party suppliers to design a service that meets all stakeholder needs, ensure quality deliverables, and address service introduction gaps for a smooth transition to service ownership.

 

Commercial and/or financial Management

  • Ensure timely, cost‑efficient, high‑quality transitions, document and budget and support negotiation of necessary third‑party contract changes.

 

Service improvement

  • Document the learning from Transition at the end of the project and discuss with key stakeholders to identify opportunities to improve future transitions.

 

Sector/subject expertise

  • Assess existing service processes, implement suitable operational interfaces for new services, assure programme managers on transition activities, and adapt transition practices for agile delivery needs.

 

Consultancy, analysis and problem solving

  • Escalate major transition issues to management with recommendations on how to address.

 

 

Role specific knowledge and experience: 

 

Essential:

Demonstrable experience, preferably in a large complex international organisation of:

  • IS Service Transition
  • Managing deliverables via 3rd party vendors.
  • Risk management

Essential

  • Service Acceptance - Engages with delivery teams to ensure correct products are produced in a timely fashion. Evaluates the quality of project outputs against agreed service acceptance criteria.
  • Requirements definition and management - Defines and manages scoping, requirements definition and prioritisation activities for small-scale changes and assists with more complex change initiatives. Follows agreed standards and applies appropriate techniques to elicit and document detailed requirements. Provides constructive challenge to stakeholders as required. Reviews requirements for errors and omissions.
