Role Purpose:

To deliver paid media campaigns to a consistently high standard within a defined portfolio, acting as the operational link between marketing budget holders and our media agencies. The Campaign Manager is accountable for the end-to-end running of campaigns from brief to post-campaign review, and for applying the Campaign Quality Standard to every campaign without exception.

The postholder is expected to live the quality standard in daily practice and to advocate it credibly with stakeholders and agency contacts, so that best practice is understood and adopted across the network rather than imposed.

The Campaigns team is accountable for the smooth running of network campaign operations and for continuous improvement of the processes, standards and best practice that underpin them

This role reports to a Senior Campaign Manager.

 

Accountabilities/Responsibilities: 

Campaign planning and delivery

  • Manages the end-to-end delivery of paid media campaigns from brief through to post-campaign review, ensuring each campaign launches on time, to plan and to the agreed specification.
  • Translates requirements from marketing budget holders into clear and complete media briefs, resolving incomplete, conflicting or unrealistic requirements before they reach the agency.
  • Reviews media plans submitted by agencies against the brief, the available budget and agreed best practice, and recommends approval or amendment to the Senior Campaign Manager.
  • Coordinates campaign build and trafficking, including asset delivery, creative specifications, audience set-up, tracking and tagging, and measurement configuration.
  • Monitors campaigns in flight against plan — delivery, pacing and performance — and makes or recommends optimisation adjustments within agreed parameters.
  • Manages campaign amendments and in-flight changes, assessing the impact on delivery, budget and measurement before they are made.
  • Maintains accurate campaign records, documentation and audit trail throughout the campaign lifecycle.

 

Campaign quality and best practice

  • Completes the pre-flight quality check for every campaign against the Campaign Quality Standard, covering targeting, tracking implementation, creative specification, brand and accessibility compliance, budget pacing and measurement set-up. No campaign goes live without a completed and passed check.
  • Advocates the standard with stakeholders and agency contacts — explaining why a requirement exists, what it protects, and holding the line where there is pressure to skip a step for speed.
  • Reports quality failures and near-misses openly and promptly to the Senior Campaign Manager, rather than working around them.
  • Supplies the evidence the Senior Campaign Manager needs to report and improve the Campaign Quality KPI, and contributes practical suggestions to revisions of the standard itself.
  • Applies the campaign best-practice library — channel playbooks, benchmarks, naming conventions, tagging taxonomy and templates — consistently, and flags where guidance is missing, unclear or out of date.
  • Conducts post-campaign reviews against objectives and benchmarks, and records learning in a form that is reusable by colleagues in other markets.

 

Testing and optimisation

  • Executes tests within the testing framework set by the Senior Campaign Manager, following the agreed design, control approach and duration rules so that results are valid and comparable.
  • Sets campaigns up so that tests can be read cleanly, and protects test conditions during delivery — flagging rather than absorbing any change that would compromise a result.
  • Records test outcomes accurately and contributes observations and proposed hypotheses from day-to-day delivery experience.
  • Applies proven learnings to subsequent campaigns as standard practice.

 

Agency coordination

  • Acts as the daily operational contact for media agencies on campaign tasks — timelines, asset and specification queries, trafficking, amends and quality issues.
  • Ensures agency deliverables meet brief, specification and brand requirements before they are accepted.
  • Escalates agency performance concerns, relationship matters and contractual questions to the Senior Campaign Manager rather than handling them directly.
  • Maintains a clear, documented record of agency instructions and approvals.

 

Budget and resource awareness

  • Delivers campaigns within the budget approved for them, monitors spend against plan in flight, and flags pacing variance or risk of over- or under-delivery promptly.
  • Identifies opportunities to reduce wastage and improve the efficiency of media spend within campaigns, and raises them with the Senior Campaign Manager.
  • Works within delegated authority and complies with corporate financial and procurement procedures.

 

Stakeholder support and continuous improvement

  • Builds effective working relationships with SBU, regional and country marketing colleagues, understanding their objectives and constraints and managing expectations on what can be delivered and when.
  • Explains the campaign process and required corporate procedures to colleagues across the network and supports their adoption.
  • Works with the Content and Brand teams to align on assets and standards and to avoid duplication.
  • Operates the documented campaign process, keeps process documentation current from delivery experience, and proposes improvements.
  • Supports the rollout and day-to-day adoption of marketing automation and campaign technology within the campaign workflow.
  • Ensures campaign measurement is correctly configured to the requirements of the central Performance team.

 

 

Role specific knowledge and experience

Minimum / essential

  • Degree or professional qualification in marketing, communications or business, or demonstrable level of equivalent experience.
  • Demonstrable experience managing paid media campaigns end to end, within an in-house marketing team, a media or performance agency, or a comparable environment.
  • Experience briefing and working with media agencies on day-to-day campaign delivery.
  • Working knowledge of the major paid media platforms and buying environments across search, social, display and video.
  • Experience of campaign measurement and tracking implementation, including conversion tracking.
  • Experience working to defined quality standards, checklists or best-practice frameworks, and the judgement to apply them consistently under time pressure.
  • Experience delivering campaigns within an approved budget and monitoring spend against plan.
  • Experience working with stakeholders across multiple markets or business units, managing competing demands and expectations.
  • Strong numeracy and confidence working with performance data to reach and explain conclusions.

 

Desirable

  • Experience within a multi-market, multi-language or global organisation.
  • Experience contributing to structured testing or experimentation in a marketing environment.
  • Experience of marketing automation and CRM platforms.
  • Experience in a commercial or revenue-generating marketing environment.
  • Current platform or analytics certifications.

 

Language requirements

The British Council systems and global processes operate in English. Written and verbal proficiency in English is required.
